The project intends to educate the citizens of Vlora, with techniques of citizens participation and the local government of Vlora City on the importance of public participation in local decision making. The Target Groups are;300 students, approximately 20 organizations, 50 civil servants working with Vlora municipality, and a network for public participation of at least 4000 people in Vlora.
